Sturbridge Finance Committee finalizes its annual town meeting report ahead of an April 27 vote. Meeting for nearly three hours, members proofread warrant-article language and flagged a 13 percent jump in the fire department's budget, about $241,000, tied to a shift-schedule change from three to four rotating platoons designed to cut forced overtime. Member Mike argued the report should show the full roughly $60 million to $62 million in combined town, water, sewer and Community Preservation spending rather than just the roughly $46.1 million operating budget, while member Ken pressed staff for the exact dollar impact of the fire department schedule change.

The committee also debated whether its free cash policy, targeting 5.5 to 7.5 percent of the general fund, sets a floor or ceiling, with free cash at roughly 8 percent. Minutes of the April 2 meeting passed 7-0-1, and the committee will meet again April 23 to finalize funding recommendations before Annual Town Meeting.
